James Blair, Jr. is the Treasurer and Chief Financial Officer (CFO) of QMA. Jim oversees all of the financial aspects of QMA’s operations with the overarching goal of ensuring that the highest quality of service is provided to people with disabilities.

Jim earned his Bachelor’s Degree from LaSalle University. He obtained licensure as a Certified Public Accountant (CPA) shortly after graduating from college, and has been a CPA for more than 20 years. He served as a private auditor and consultant under contract with the states of Delaware and New Jersey for many years, and currently acts as an Examiner and Sole Practitioner Auditor and Accountant.

Jim has wide-reaching experience performing statutory audits of private insurers in the State Insurance Departments of Colorado, New York, Hawaii, Pennsylvania, Delaware, and New Jersey. He has also verified private insurers’ financial solvency and compliance with state regulations and laws, evaluated private financial records in light of Generally Accepted Audit Standards (GAAS), and appeared and testified as an expert witness in several lawsuits regarding the liquidation of insolvent insurance companies.

Jim also has extensive experience as an Auditor, having been employed by the Insurance Department for the Commonwealth of Pennsylvania. As an auditor, Jim was responsible for preparing account reports and disclosures, supervising accounting and financial aspects of large government corporations, training and supervising junior auditors and accountants, and reducing expenditures and overpayments through review of available accounting data.

In addition to his duties at QMA, Jim is a member of the American Institute of Certified Public Accountants (AICPA). As a leader in his community, Jim also currently serves as the President of the Board of Directors of Cheltenham Police Pension Fund, Inc., a non-profit corporation dedicated to providing pensions and death benefits to the retired police officers of Cheltenham Township.
